Instructions
- Preheat the oven to 350°F and lightly grease a 9×13 baking pan.
- In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add the milk, vegetable oil, eggs, and vanilla extract, then mix until smooth.
- Carefully stir in the hot water until the batter is fully combined.
- Pour the batter into the prepared pan and bake for 30 to 35 minutes, until a toothpick inserted in the center comes out clean.
- While the cake is still warm, poke holes all over using the handle of a wooden spoon.
- Pour the sweetened condensed milk evenly over the cake, followed by the chocolate syrup, allowing it to soak into the holes.
- Let the cake cool, then spread the chocolate frosting evenly over the top.
- Chill briefly, slice, and serve.
